NUJ Delta Mourns Joseph Otumara, Hails His Legacy of Service

The Nigeria Union of Journalists (NUJ), Delta State Council, has expressed deep sorrow over the death of former Commissioner and public administrator, Joseph Sisanmi Otumara, describing him as a selfless leader who dedicated his life to serving the people of Delta State.

In a statement signed by the Council Chairman, Churchill Oyowe, and Acting Secretary, Josephine Omodior, the union said Dr. Otumara’s death is a huge loss to Delta State and the nation.

The NUJ noted that throughout his career, Dr. Otumara held several important positions and made significant contributions to governance and development. He served three terms as Chairman of Warri South Local Government Council, becoming the first and only person in Nigeria to achieve that feat.

He also served as Commissioner for Housing during the administration of former Governor James Ibori, Commissioner for Health under former Governor Emmanuel Uduaghan, and later as pioneer Chairman of the Warri/Uvwie and Environs Development Agency (WUEDA).

According to the union, one of Dr. Otumara’s most notable achievements was his role in improving healthcare services in Delta State during his time as Commissioner for Health.

The council recalled that he helped drive major health programmes, including free healthcare services for children under five years, free maternal healthcare for pregnant women, and annual free medical outreach programmes that provided consultations, surgeries, and treatment for thousands of people.

The NUJ also praised his contributions to the growth of the Delta State University Teaching Hospital, which developed into one of Nigeria’s leading teaching hospitals during his years in public service.

Beyond his official positions, the council described Dr. Otumara as a humble, compassionate, and accessible leader who always placed the welfare of others above personal interests.

The union said his impact went beyond politics, noting that he would be remembered as a development-focused administrator, bridge-builder, and patriot whose work improved the lives of many people across Delta State.

While mourning his passing, the NUJ said it remains comforted by the lasting legacy he left through the institutions he strengthened, the policies he championed, and the countless lives he touched.

The council extended its condolences to his family, the people of Warri Kingdom, the Delta State Government, friends, and associates, praying for strength and comfort for all those affected by his death.

The union also prayed for the peaceful repose of his soul and described his life as an example of leadership built on service, compassion, and dedication to humanity.
