Delta Tops National Health Insurance Chart as Akpoveta Wins SSHIS Award

The State has been recognised for its strong performance in health insurance delivery as the Director-General of the Delta State Contributory Health Commission, Olorogun Dr Isaac Akpoveta, received an Award of Excellence at the 2026 National Summit of State Social Health Insurance Agencies (SSHIA) in Akure, Ondo State.

At the event, the Director-General of the Delta State Contributory Health Commission, Olorogun Dr. Isaac Akpoveta, was presented with an Award of Excellence for his outstanding role in strengthening social health insurance implementation across the country.

The award was presented by the Chairman of the SSHIA Forum and Director-General of the Katsina Contributory Healthcare Management Agency, Mr. Mohammed Safana, who praised Akpoveta’s leadership in expanding coverage, improving service delivery, and protecting vulnerable groups in Delta State.

Safana noted that Delta has emerged as one of the top-performing states in health insurance enrolment and implementation, describing its model as a reference point for other states.

He also disclosed that nearly 14 million Nigerians are now enrolled in state social health insurance schemes nationwide, with Delta State accounting for about 3 million enrollees—placing it at the top of the national chart.

According to him, the progress reflects increased state ownership, stronger community engagement, and improved accountability in health financing. He also commended the Federal Government for raising the Basic Health Care Provision Fund from 1% to 2% of the Consolidated Revenue Fund, describing it as a major boost for primary healthcare delivery.

Speaking at the summit, Akpoveta dedicated the award to Governor Sheriff Oborevwori, the Delta State Government, healthcare workers, and development partners. He said the recognition would encourage the commission to intensify efforts in expanding access to affordable healthcare.

He explained that Delta’s health insurance system has moved beyond enrolment targets to focus on long-term sustainability and system integrity.

To strengthen accountability, he said the commission has introduced biometric verification using facial recognition technology and deployed independent service quality monitors to reduce fraud and ensure that only genuine beneficiaries access services.

According to him, these innovations have improved transparency and helped ensure that healthcare resources are properly utilised.

Governor of Ondo State, Dr. Lucky Aiyedatiwa, while declaring the summit open, reaffirmed his administration’s commitment to achieving Universal Health Coverage. He also announced free health insurance for retirees in the state and urged other states to adopt stronger partnerships and share best practices.

The summit brought together health sector leaders, policymakers, and development partners to review progress, exchange ideas, and develop strategies for expanding affordable and quality healthcare across Nigeria.
