Some politicians are known mainly for the offices they have occupied, while others build their public profiles across different institutions and sectors. Rt. Hon. Engr. Victor Ochei belongs to the latter category, having moved through engineering, business, state legislative leadership, federal administration and sports governance.
Born on February 25, 1969, to Donald Ochei and Madam Monica Juliet Ochei, Ochei hails from Ogbekinu Quarters, Onicha-Olona, in Aniocha North Local Government Area of Delta State. His parents were based in Kano, where he attended Methodist Primary School and St. Thomas Secondary School before proceeding to the University of Benin to study Chemical Engineering, earning a Bachelor of Engineering degree.
His professional journey extends beyond politics. Trained as an engineer, Ochei has also been involved in business and professional activities, while furthering his education in areas including business administration, law and corporate governance. The combination has given him a multidisciplinary background spanning technical, managerial, legal and governance fields.
His entry into elective politics came in 2003, when he was elected to represent Aniocha North in the Delta State House of Assembly. He served three consecutive terms and held positions including Deputy Minority Leader and Chairman of the Committee on Education.
In June 2011, Ochei became Speaker of the Delta State House of Assembly, placing him at the helm of the state legislature. His supporters credit his tenure with efforts to improve the Assembly’s administrative structure, physical environment, staff welfare and legislative organisation.
He resigned as Speaker in March 2014, saying the decision was intended to allow for new leadership in the House. He was subsequently succeeded by another Speaker.
His departure from the speakership did not mark the end of his public service career. In early 2020, he was appointed Executive Director, Maritime Labour and Cabotage Services at the Nigerian Maritime Administration and Safety Agency.
The appointment took him into federal executive administration and placed him in the maritime sector, where his responsibilities included areas relating to maritime labour, cabotage, seafarers’ welfare and industry compliance.
Ochei later moved into sports administration. In late 2025, he emerged as President of the Nigeria Tennis Federation, with an agenda that included grassroots development, improved opportunities for players and stronger administration of the sport.
These different roles have now become part of the background to his latest political ambition. Following his exit from the All Progressives Congress in 2026, Ochei emerged on the platform of the Nigeria Democratic Congress for the Delta North senatorial contest.
His stated areas of interest include education, healthcare, infrastructure, youth empowerment, job creation and stronger representation for Delta North at the national level.
The breadth of his career means that his Senate bid will inevitably bring his previous records in the state legislature, federal administration, business and sports governance under public scrutiny. His supporters point to his three terms in the Assembly, speakership, federal executive appointment and sports leadership as experiences that could shape his approach to national legislation.
For Ochei, the Senate ambition represents another stage in a career that has moved across professional, legislative, executive and sporting institutions. The 2027 contest will provide voters in Delta North the opportunity to assess the records, programmes and experience of all the candidates before deciding who should represent the district.
From chemical engineering to the State Assembly, from the Speaker’s chair to federal maritime administration and tennis leadership, Ochei’s public journey has taken several turns. His latest challenge is to show how that experience can translate into effective legislative representation and tangible benefits for the people of Delta North.
