Delta Civil Service Goes Digital, HOS Unveils New Reforms

The Delta State Civil Service has begun a major digital transformation programme aimed at improving efficiency, productivity and service delivery across government ministries, departments and agencies.

The Head of Service, Dr Minim Oseji, disclosed this on Monday during a press briefing at the Ministry of Information Conference Hall in Asaba while announcing activities for the 2026 Civil Service Week celebration.

The event is themed, “Reforms, Resilience and Results.”

According to Oseji, the theme reflects the commitment of the state public service to build a resilient workforce capable of adapting to emerging challenges and delivering quality services to residents.

She said the state government was modernising public service operations through digital reforms, staff training, institutional strengthening and improved welfare programmes.

“We are taking deliberate steps to strengthen our institutions, equip our personnel and modernise our service processes. This includes enhancing digital infrastructure, deepening collaboration and promoting merit and inclusiveness across the civil service,” she said.

The Head of Service noted that the week-long celebration would feature a public lecture, quiz competition, football matches, golf tournament, indoor games, dinner, and an award night.

She said the activities were designed to promote excellence, boost morale and recognise outstanding civil servants.

Oseji described the civil service as the engine room of government, stressing that public servants play critical roles in implementing government policies in sectors such as education, healthcare, agriculture and economic planning.

Highlighting achievements recorded in her 14 months in office, Oseji said one of the major priorities of her administration had been digitalisation.

She disclosed that her office had introduced digital training programmes for civil servants, virtual learning platforms and online performance assessment systems.

According to her, a pilot Information and Communication Technology Hub has also been established and would eventually be replicated across ministries, government offices and local government headquarters.

She said the initiative would help build a technology-driven public service capable of meeting the demands of modern governance.

To address transportation challenges faced by workers, Oseji said the Office of the Head of Service introduced a Staff Transport Support Scheme.

She explained that a 30-seater Coaster bus and a 12-seater Peugeot Expert bus were currently being used to transport civil servants along the Okpanam, Abraka Junction and Ugbolu routes.

She urged other government establishments with available vehicles to support similar initiatives to improve staff welfare.

The Head of Service also highlighted several capacity-building programmes introduced under her administration.

The programmes include training in digital governance, financial literacy, grant writing, workplace etiquette, autism awareness, research ethics, estate management, event planning and video content creation.

She added that civil servants had also received agricultural inputs to encourage farming and boost food security.

To reward excellence, Oseji said her office introduced a ₦200,000 award for the best-performing department.

She revealed that the Department of Personnel Management emerged as the first recipient of the award.

Another ₦200,000 prize has also been introduced for the Best Civil Servant Farmer, with the maiden award expected to be presented during the Civil Service Week dinner.

Oseji further disclosed plans to transform the Staff Training Centre into a world-class institution modelled after the Civil Service College in Singapore.

She said the proposed centre would combine digital learning, physical training facilities and modern ICT infrastructure.

According to her, specialised courses on digital transformation, electronic records management and office administration have already commenced.

She expressed confidence that the institution would become a leading centre for capacity building in Nigeria’s public sector.

The Head of Service said efforts were also underway to extend ongoing reforms to the local government system through collaboration with relevant agencies.

She explained that the move was aimed at ensuring uniform standards, efficiency and improved service delivery across all levels of government in the state.

Oseji commended Governor Sheriff Oborevwori for supporting public service reforms and creating an enabling environment for their implementation.

She also thanked permanent secretaries, directors, heads of ministries and journalists for their contributions to the reform agenda.

“As we celebrate Civil Service Week 2026, we remain committed to building a responsive, innovative and citizen-focused public service that will continue to support the development of Delta State,” she said.
