Effurun DSC Roundabout Flyover Set for Handover Soon

Delta State Government has taken another major step toward completing one of its flagship urban infrastructure projects with a pre-handover inspection of the DSC Roundabout Flyover in Effurun on Monday. The exercise marks a critical phase in preparing the flyover for official takeover and public use.

The inspection was led by the Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, and included a multidisciplinary team of senior government officials and technical experts. Among those present were the Commissioner for Agriculture and Natural Resources, Barr. Val Arenyeka; the Executive Assistant to the Governor on Project Monitoring, Mr. Tuoyo Abigor; the Functioning Permanent Secretary in the Ministry of Works, Engr. Solomon Aghagba; the Technical Assistant to the Governor, Engr. Bob Nakpodia; senior engineers from the Delta State Ministry of Works; and representatives of the contractor, Julius Berger Nigeria Plc.

Speaking to journalists, Comrade Izeze said the pre-handover visit was aimed at assessing the progress and quality of work before the final inspection. He revealed that the flyover’s construction was about 98 per cent complete.

“This inspection allows us to observe the work done so far and identify any issues that need addressing before the final handover. From what we have seen, the quality and standards of construction meet our expectations,” Izeze explained.

The Commissioner noted that the team conducted a thorough examination, moving from the Agbarho end to the Effurun axis, and expressed satisfaction with the adherence to technical specifications. “We expect that by the time of the formal handover, the project will have reached full completion,” he added.

While the flyover falls outside his primary mandate, Commissioner Arenyeka highlighted its strategic importance to Delta State’s agricultural economy. He said improved infrastructure would enhance the movement of farm produce from rural areas to urban markets, supporting food supply and affordability.

“Delta State is a major food producer. Communities like Ughelli and Abraka are key agricultural hubs. This flyover, along with the adjoining road network, will ease transportation, reduce traffic bottlenecks, and boost economic activities,” Arenyeka said.

He also shared updates on the state’s agricultural development projects, including over 2,000 hectares of vegetable farms in Orerokpe, about 3,800 hectares of cassava cultivation with processing facilities, and 132 hectares of rice under dry-season farming in Aviara, Isoko South — a first in the state, with plans to expand further.

Mr. Tuoyo Abigor, Executive Assistant to the Governor on Project Monitoring, confirmed that only minor finishing works remained, such as street lighting, while the flyover was already open for public use. “The flyover is nearly 100 per cent complete. The quality of work is very high, and the project is progressing strictly according to plan,” he stated.

The DSC Roundabout Flyover is expected to ease traffic congestion in Effurun, improve road safety, and enhance economic activities by enabling smoother movement of people, goods, and services across the metropolitan area.
