ASABA, March 13, 2025 – The Delta State Commissioner for Special Projects, Barrister Funyei Manager, has assured the public that the Enerhen Junction flyover project in Warri is progressing well under the construction company, Julius Berger Nigeria PLC.
Speaking to journalists at his office in the Prof. Chike Edozien Secretariat in Asaba, the state capital, Barrister Manager expressed confidence in Julius Berger’s handling of the project, stating that their work has been satisfactory so far.
“Julius Berger is a well-known construction giant in Nigeria. This is their first time working directly with the Delta State Government, though they have been in Delta before. So far, I have had no reason to correct or review their work because my engineers have checked everything, and the quality meets our standards. His Excellency, the Governor, made a great decision by bringing in a company like Julius Berger that pays attention to detail,” he said.
Progress and Timely Delivery
The Commissioner highlighted that the project is moving at an impressive speed, and the company has been meeting its deadlines.
“They are progressing at a very fast rate and always keep to time. If they say they will reach a certain stage by a certain date, they do. If there is any delay, they provide a valid reason, and it is understandable. Since Julius Berger is handling both the design and construction, any adjustments needed are done efficiently without unnecessary back-and-forth,” he explained.
When asked if Julius Berger will complete the project on schedule and according to specifications, he said, “This is Julius Berger. They have not disappointed anywhere else, and I don’t see why they would in Delta State.”
Compensation and Community Support
On the issue of compensation for affected property owners, Manager confirmed that all compensations and relocations had been settled long ago.
“That stage has long been completed. Now, the focus is entirely on the construction, and the flyover is already taking shape,” he said.
He also commended motorists and residents in the area for their patience and cooperation.
“The people of Enerhen Junction down to First Marine Gate have been very supportive and understanding. Even though we started our project five months later than the DSC and PTI Junction flyover due to some unforeseen circumstances, the community has been helpful. I urge them to continue supporting the governor because they can see that he is delivering on his promises,” he added.
Inflation and Project Review
When asked about the impact of inflation on the project, Barrister Manager confirmed that there was an upward review of the project cost, which was approved by the State Executive Council (Exco).
“Yes, due to rising costs, we had to review the budget. This was done transparently and in good faith to ensure that the project is completed without stopping work. When the project was initially budgeted in early 2023, prices were different from what they are now. His Excellency carefully reviewed the situation with a team before seeking Exco approval, and the decision was made in the best interest of the people,” he explained.
Barrister Manager reaffirmed the government’s commitment to completing the flyover on schedule, ensuring it meets all safety and quality standards.
