Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday, defied a heavy downpour to perform the groundbreaking ceremony for the construction of the ₦21.3 billion Ugbolu–Okpanam Road in Oshimili North Local Government Area, describing it as another big step in his administration’s push to modernise infrastructure under his MORE Agenda.
Speaking at the ceremony in Ugbolu, Governor Oborevwori said the 12-kilometre road project shows his administration’s strong commitment to building durable and long-lasting infrastructure that improves the economy and the lives of Delta residents.
“Today’s groundbreaking marks another significant milestone in furtherance of this administration’s MORE Agenda,” he said. “Our goal is to use our resources wisely to deliver reliable, high-quality, and sustainable roads across Delta State.”
The Governor explained that the new road aligns with the United Nations Sustainable Development Goals (SDGs) 9 and 11, which focus on strong infrastructure, sustainable cities, and inclusive growth.
He said road networks play a major role in development by boosting trade, easing transportation, creating jobs, and reducing poverty.
The Ugbolu–Okpanam Road, according to him, will connect Ugbolu and Okpanam communities, link Ibusa and Akwukwu-Igbo through the recently commissioned Ibusa–Okpanam Road, and help ease traffic congestion in Asaba, the state capital.
He added that the project will also support farmers, reduce crime along the route, and improve social and economic activities in Oshimili North.
The Governor announced that the project, valued at ₦21,311,311,898.20, has already received 40% advance payment — about ₦8.5 billion — to help the contractor begin work immediately.
The road will have:
- an 8.0-metre-wide asphalt surface,
- 1.5-metre hard shoulders on both sides, and
- over 27,000 metres of reinforced concrete drains with stormwater channels.
Oborevwori said his administration will not accept contract variations or price increases and promised that all verified payments would be made within five working days to encourage speedy completion.
“As of today, my administration is not owing any contractor, whether for inherited or new projects,” he said. “We pay promptly to ensure timely project delivery.”
He urged the contractor, Levant Construction Company, to maintain its high standard and deliver the project on time.
“Given their proven record of excellence, I have no doubt they will deliver satisfactorily,” he added. “By the grace of God, we shall return here to commission this road for the benefit of Deltans.”
The Chairman of Oshimili North Local Government, Hon. Innocent Esewezie, thanked the Governor for his commitment to development and recalled that the event was earlier postponed from October 7 due to rain.
He described the road as “a true reflection of the Governor’s transformative MORE Agenda” and said the council was fully aligned with the Governor’s vision through local projects in roads, markets, youth empowerment, and education.
“Our confidence in your government remains absolute,” Esewezie said. “The people of Oshimili North are proud to benefit from your developmental strides.”
The Ugoani of Okpanam Kingdom, HRM Dr Michael Mbanefo, praised Governor Oborevwori for his progressive leadership, calling the project “a symbol of unity, connectivity, and growth.” He also pledged the continued support of his kingdom.
Managing Director of Levant Construction Company, Engr. Elie Tannous, thanked the Governor for trusting the company and promised to deliver quality work within the agreed time frame.
The ceremony was attended by the State Deputy Governor, Sir Monday Onyeme; Deputy National Chairman (South) of APC, Chief Emma Eneukwu; State APC Chairman, Elder Omeni Sobotie; top government officials, traditional rulers, and community leaders.
Despite the rain, the event marked another important achievement in Delta State’s ongoing infrastructure renewal and development drive.
