NUJ Urges Governor Oborevwori to Fast-Track Appointment of Permanent Secretaries in Delta

The Delta State Council of the Nigeria Union of Journalists (NUJ) has called on Governor Sheriff Oborevwori to urgently approve the appointment of substantive Permanent Secretaries in the state civil service.

In a statement issued in Asaba, the Council commended the governor for significant improvements in workers’ welfare since he assumed office. According to the NUJ, the administration has made notable progress by implementing the ₦70,000 minimum wage, paying about ₦5.5 billion in promotion arrears, and maintaining the regular and prompt payment of salaries.

The union also praised the government’s policy of timely promotions, which it said has greatly improved morale among civil servants. Additional measures highlighted include palliative support to ease the impact of fuel subsidy removal, improved welfare allowances, enhanced loan schemes, and the provision of official vehicles for senior officers to boost efficiency.

The NUJ noted that these efforts demonstrate the administration’s commitment to strengthening the Delta State public service and increasing productivity across government institutions.

However, the Council raised concerns over the delay in appointing substantive Permanent Secretaries. It pointed out that many Ministries, Departments, and Agencies are still being managed by officials in acting capacities, a situation that has persisted since the beginning of the current administration.

According to the union, several senior officers have served in acting roles without confirmation, while others continue in similar uncertain positions. This, it said, has created unease within the top ranks of the civil service.

The NUJ emphasized that appointing Permanent Secretaries on a substantive basis is essential for administrative stability, continuity, and effective governance. It explained that such appointments strengthen accountability, preserve institutional memory, and provide clear leadership within government agencies.

The Council added that confirming qualified officers would also boost morale by recognizing merit, experience, and long years of service, while eliminating the limitations associated with prolonged acting appointments.

The NUJ therefore appealed to Governor Oborevwori to take swift action to address the issue, noting that doing so would further consolidate the reforms already introduced by his administration.

It expressed confidence in the governor’s leadership and commitment to workers’ welfare, urging him to give the matter prompt attention in the overall interest of the state civil service.

The Council reaffirmed its support for policies that promote efficiency, professionalism, and good governance in Delta State.
