Delta State Receives Huge NG-CARES Funding—But Why Are Deltans in the Dark?

A Staggering Silence in Times of Need

In June 2024, a significant development occurred: the Delta State Government received over N13 billion from the Federal Government as part of the Nigeria COVID-19 Action Recovery and Economic Stimulus (NG-CARES) programme. This substantial amount was part of a broader N438.36 billion disbursed to the 36 states and the Federal Capital Territory, aimed at supporting low-income and vulnerable households and businesses affected by the pandemic. Yet, amidst this influx of funds, a glaring issue has emerged: the Delta State Government has failed to adequately inform its citizens about this financial windfall.

The NG-CARES programme, supported by the World Bank, is designed to provide crucial support to those most in need through credit and grants. The disbursement followed an independent verification intervention assessment, ensuring that funds were allocated based on established guidelines. However, the lack of transparency from the Delta State Government regarding these funds is both shocking and disheartening.

Despite receiving such a significant sum, the Delta State Government has not communicated this development to the public. This omission raises serious concerns about governance and accountability. In a time when the removal of the fuel subsidy has placed immense financial strain on residents, the government’s silence about this substantial funding is deeply troubling.

Moreover, the state’s failure to engage with the press compounds the issue. Regular updates and open communication with the media are essential for ensuring that the public is informed about government activities, resource allocations, and plans for the use of such funds. Unfortunately, many government officials and appointees in Delta State have been obstructive in their interactions with the press, frustrating efforts to obtain information and clarify the situation.

The absence of transparent communication has several negative implications:

  1. Erosion of Trust: When the government withholds information or fails to communicate effectively, it erodes public trust. Citizens become skeptical about the intentions and actions of their leaders, leading to a disconnect between the government and the people.
  2. Lack of Accountability: Transparency is crucial for holding government officials accountable for their actions. Without clear communication about how funds are being used, there is no way for the public to assess whether resources are being allocated effectively and equitably.
  3. Public Discontent: The lack of information about such a substantial sum of money can lead to increased public discontent, especially when residents are struggling financially due to policy changes like the fuel subsidy removal. People expect their government to act in their best interests and to communicate openly about resources that could potentially benefit them.
  4. Missed Opportunities: Effective communication can also highlight potential benefits and opportunities arising from such funds. Without this, the public remains unaware of potential projects or support programs that could positively impact their lives.

In light of these issues, it is imperative that the Delta State Government adopts a more transparent approach to governance. Regular engagement with the media and proactive communication about financial resources and governmental actions are essential for fostering trust, ensuring accountability, and maintaining public confidence. As other states like Zamfara, Nasarawa, Plateau, Gombe, and Kebbi receive significant NG-CARES funds and manage to communicate their use effectively, Delta State must also step up its efforts to keep its citizens informed and engaged.
