Delta State Governor, Rt. Hon. Sheriff Oborevwori, has announced that over 266,000 residents across the state have been empowered through various government social intervention and empowerment programs.
The Governor made this announcement during his State of the State address delivered to members of the Delta State House of Assembly at the Assembly Complex in Asaba.
He emphasized that his administration is focused on supporting vulnerable and low-income groups during tough economic times through targeted support programs. These include the Delta CARES (D-CARES) Programme, Women Empowerment and Skill Acquisition Programme (WESAP), Working Fingers Initiative, MORE Grants Scheme, MORE Biz-Up Programme, and the Widows Welfare Scheme.

Highlights of Achievements:
Delta CARES (D-CARES): Supported 247,000 people, especially in farming and food production. The state also contributed N1 billion to support 2,000 farmers in agriculture, livestock, and fish farming through AUDA-NEPAD.
- WESAP: Trained 220 women in fashion design, catering, event decoration, makeup, and more. Also empowered 91 persons with disabilities in skills like ICT, baking, leatherwork, and tailoring.
- Working Fingers Initiative: Trained 2,000 women in mental health awareness, entrepreneurship, and hands-on vocational skills.
- MORE Grants Scheme: Financially supported 5,426 petty traders and small business owners.
- MORE Biz-Up Programme: Provided funding and support to 2,000 Micro, Small, and Medium Enterprises (MSMEs).
- Widows Welfare Scheme: The Governor approved a monthly N15,000 stipend for 10,000 widows in Delta State to ease their financial burdens.

Supporting Farmers and Food Security
Fertilizers were distributed to farmers across all 25 Local Government Areas in a bid to boost agriculture and ensure food security.
Strong Partnership with the State Legislature
The Governor praised the House of Assembly for its cooperation and support, which helped make these achievements possible. He noted that the relationship between the executive and legislature has been based on trust and transparency.

New Salary Structure Coming in 2025
The Governor also addressed the **Consolidated Legislative Salary Structure (CONLESS). While expressing support for the new salary scale, he explained that it was delayed due to the upcoming national minimum wage adjustment. He confirmed that the new salary structure will take effect from June 2025.
