Asaba, Delta State | The Delta State House of Assembly has scheduled a public hearing on a bill seeking to repeal the Rent Control and Recovery of Residential Premises Law of 1977 and establish a new Landlord and Tenant Law of Delta State 2025.
The public hearing is set to take place on Tuesday, October 28, 2025, at the Press Centre of the State Assembly Complex in Asaba, beginning at 11 a.m.
The bill, which was recently read for the second time on the floor of the House, aims to modernise existing rent control laws to reflect present-day realities in housing, tenancy, and property management across Delta State.
The 1977 Rent Control Law has long been considered outdated, with lawmakers and housing experts calling for reforms to address rising rent disputes, eviction challenges, and unfair tenancy practices.
Once passed, the new Landlord and Tenant Law of 2025 will provide clear guidelines on rent agreements, eviction procedures, and dispute resolution mechanisms between property owners and tenants.
Following the second reading, the bill was referred to the Joint Committee on Housing, Women Affairs, Girl-Child Entrepreneur and Humanitarian Support Services, and the Committee on Physical Planning and Urban Renewal for detailed legislative review and stakeholder input.
Public Invited to Participate
A statement issued by the Chairman of the Assembly Committee on Housing, Women Affairs, Girl-Child Entrepreneur and Humanitarian Support Services, Hon. Bridget Anyafulu, confirmed that the public hearing is open to all interested stakeholders.
The statement specifically invites written and oral submissions from:
- Commissioners for Justice, Housing, Physical Planning and Urban Renewal, and Information
- The Board of Trustees and Presidents-General of Organised Realtors Associations
- Landlords’ and Tenants’ Associations
- Stakeholders from both the public and private sectors

According to the statement, all written memoranda should be enclosed in sealed envelopes and addressed to:

The envelope should be clearly marked:
“Delta State Repeal of the Rent Control and Recovery of Residential Premises Law 1977 and Establishment of the Landlord and Tenant Law of Delta State 2025.”

She emphasised the Assembly’s commitment to ensuring that the new legislation protects the rights of both landlords and tenants while promoting fairness, affordability, and peaceful co-existence in the housing sector.
The current Rent Control and Recovery of Residential Premises Law was enacted in 1977, nearly five decades ago. It has since been criticised for failing to address the complexities of modern-day tenancy agreements, especially in urban centres such as Asaba, Warri, Ughelli, and Sapele.
The proposed Landlord and Tenant Law of Delta State 2025 is expected to bridge those gaps and create a more effective framework for housing regulation.
